The Bill & Melinda Gates Foundation recognizes the importance of addressing technology support issues as an integral part of a comprehensive technology program. The purpose of the Technology Support Project (TSP) is to identify effective technology support models for schools while taking into consideration the unique characteristics of the educational environment. The TSP considers the diverse characteristics among schools and districts, and identifies specific support strategies that can be applied to the school system based upon their own unique characteristics.

The TSP was commissioned by the Bill & Melinda Gates Foundation during the summer of 2000 to do the following:

  1. Identify effective technology support strategies from exemplary school districts and the private sector that can be applied to a broad spectrum of school systems.

  2. Consult with 10 districts funded by the Bill & Melinda Gates Foundation to validate the support strategies and put recommendations into practice.

  3. Develop tools that can be used by districts to improve their technology support programs.

  4. Disseminate information about the TSP and the tools for improvement to school districts on a national level.

The Technology Support Index (TSI) is the primary project tool developed as a strategic guide for technology support improvement. By objectively completing the TSI assessment, districts are able to profile their current technology support environment and receive an analysis of possible improvements that can impact the district's ability to fulfill its technology mission. This is provided in the form of a technology profile and action plan for improvement.

The TSI was developed by Dr. Chip Kimball on behalf of ISTE and the Bill and Melinda Gates Foundation.
