Because technology experts understand that isolated technology implementation limits its potential impact, the Technology Support Index (TSI) brings this realization to the forefront: It is only through the comprehensive implementation of technology that its use will have an opportunity to impact the school district and learning in a significant way. Traditionally, this means that technology deployment needs to be done in conjunction with school reform efforts, effective training, and integration into the curriculum. More recently, however, it is recognized that even when technology is implemented in conjunction with strong training and leadership, if technical support is not systemically provided, the investment is at great risk.

Technical support in school districts is an urgent issue that requires deliberate planning and implementation to realize the full potential of the capital investment of the taxpayer. With the computer penetration approaching a 5:1 student-to-computer ratio in U.S. schools, new enterprise technology support systems must be considered. Thus, the TSI was developed.
