The Technology Support Index (TSI) was developed in part to support 10 school districts in Washington State funded by the Bill & Melinda Gates Foundation. The TSI was used as a work basis with the ten districts, in addition to onsite consulting with each individual district team. The TSI proved to be an outstanding tool to determine possible support improvements and to initiate internal discussions about support. In many cases, this is enough to catalyze new approaches to support.
In other cases, however, an external consultant is required to do a thorough analysis of the existing system with specific recommendations for improvement. For the 10 districts profiled by the Bill & Melinda Gates Foundation, the consulting provided the complete picture leading to improved systems of support.
