The third domain of the Technology Support Index (TSI) is professional development, which addresses training as it applies to support. The more comfortable users become with technology, the more likely there are to seek solutions to their own problems relying on technical personnel for only the most complex issues. While it is not in the best interest of the organization to rely entirely on user troubleshooting, certainly a component of effective support is a limited intervention by the end user.

In addition to end-user training that incorporates basic troubleshooting, training for a district's technology staff is essential. Technology is changing at an alarming pace, and staffs will need to stay current in order to be effective. Further, with several hundred-thousand technology openings in the United States alone, retaining key staff is challenging. Growth opportunities for technology staff not only increase the intellectual capital of the organization but also create a culture of opportunity and growth for employees.

The TSI does not address the enormous need for effective professional development to integrate technology into the teaching and learning process.
