The second domain of the Technology Support Index (TSI) is staffing and processes. Technology staff is the most costly operational item in most technology budgets. As a result of these high costs, the objective of any support organization is to create a support system that is as efficient as possible while providing strong support to its users. Unfortunately many school districts have staff structures that have evolved informally, usually creating inefficiencies and, in some cases, cultural barriers to effective support.

One of the greatest challenges for an organization is distinguishing roles and responsibilities so that leadership and technical support are appropriately executed. The staffing and processes domain considers not only staffing levels, but also how technology issues are managed and what policies support an efficient system of support. With very high computer to support staff ratios, schools and districts cannot afford to allow cultural practice to inhibit effective and efficient systems of support.
